Hawaii is a unified bar, accordingly all licensed Hawaii attorneys must maintain membership with the HSBA. Please review the Important Links for more information about membership and registration.


Admission to the HSBA as a licensed attorney is coordinated by the Board of Bar Examiners of the Hawaii Supreme Court and is governed by Rule 1 of the Rules of the Supreme Court of the State of Hawaii and the Board of Examiners Rules. Limited Admission of Military Attorneys, Pro Tem Membership for faculty members of the William S. Richardson School of Law, and Pro Hac Vice Membership are governed by Rules 1.7, 1.8 and 1.9, respectively, of the Rules of the Supreme Court of the State of Hawaii. Admission of foreign law consultants is governed by Rule 14 of the Rules of the Supreme Court of the State of Hawaii. Information can be obtained from the Hawaii State Judiciary website .
Affiliate membership is available to lawyers who are licensed and in good standing in other States upon submission of an application and payment of dues as established by the HSBA Board of Directors. This membership confers no privileges of practice, voting or holding office.

Lawyers licensed and in good standing in other States are entitled to become affiliate members of the Hawaii State Bar Association upon payment of such fees as shall be prescribed from time to time by the Board of Directors.
Attorneys licensed in other jurisdictions who are allowed to appear in a Hawaii court, with local counsel, for a particular case pursuant to RSCH Rule 1.9 and 1.9a are amended, effective July 1, 2024.
