Summary:

This course explores attorneys’ responsibilities to the community and legal profession during natural disasters. Drawing on recent hazards—including the 2023 Maui wildfires, the 2025 Kamchatka tsunami warning, the March 2026 Kona Low flooding events, and 2026 Hurricanes Lala and Lowell—it addresses how legal professionals can create emergency plans and prepare for tsunamis, wildfires, floods, and hurricanes.

The course emphasizes the connection between business continuity and personal preparedness, including emergency supplies, evacuation planning for offices and homes, home mitigation, and insurance. Given the anticipated highly active remainder of the 2026 hurricane season associated with a Super El Niño, this information is especially important for the legal profession now and in the future.

Dennis Hwang, University of Hawaiʻi Sea Grant College Program

Dennis Hwang is a faculty member at the University of Hawaiʻi Sea Grant College Program, which is part of NOAA. He is the lead author of the “Homeowner’s Handbook to Prepare for Natural Hazards,” which began in Hawaiʻi and is now in 13 states or countries. He serves on Governor Green’s Green Fee Advisory Council and the Hawaiʻi Emergency Management Agency’s Hawaiʻi Earthquake and Tsunami Advisory Committee. He was also counsel at the Law Office of O’Connor Playdon Guben & Inouye and a former arbitrator for the Hawaiʻi Judiciary’s Court Annexed Arbitration Program.
