Brenda Gotanda is a partner with the environmental and energy law firm of Manko, Gold, Katcher & Fox LLP (Manko Gold). Ms. Gotanda is the partner-in-charge of Manko Gold’s Honolulu office and also maintains an active mainland practice. Brenda has over 30 years of experience representing and counseling clients on environmental regulatory compliance, permitting, transactions, project development, site remediation, spill prevention and emergency response, and enforcement matters. She handles complex issues related to the regulation of water, waste, land, air and chemical substances and helps clients to manage evolving regulatory risks. Her water practice has included significant matters involving water quality, wastewater discharge, stormwater, groundwater remediation, NPDES permitting, and TMDL development and implementation.
Ms. Gotanda is a past Chair of the Environment, Energy & Resources Section (EERS) of the Hawaii State Bar Association and continues to serve on the EERS Board. She also serves on the Board of Directors for the Water Resources Association of the Delaware River Basin and is a past Co-Chair of the Environmental Law Committee of the Philadelphia Bar Association.

Manko Gold Managing Partner Carol McCabe represents the firm’s industrial clients in multi-faceted regulatory and legal matters under all major environmental programs. With a deep experience in the Clean Air Act and related state programs, Carol counsels clients in a wide variety of sectors with respect to highly complex air regulatory, enforcement and permitting matters. Carol’s experience includes environmental auditing, emergency planning, permit appeals, and defense of agency enforcement actions.
Ms. McCabe has led industry efforts to comment upon and pursue administrative and judicial challenges to state and federal regulatory developments. Carol has also advised clients with respect to the environmental aspects of corporate transactions

Panelist: What's in the Air?
With more than 20 years of experience working on regulatory and other matters related to air quality, Katherine Vaccaro co-leads the firm’s air practice group. Across a diverse and complex client base, her work often involves emergent Clean Air Act issues, including siting and permitting of data centers to support increasing AI-driven computing demands, and issues involving how PFAS compounds in the air are measured and regulated. Kate also has extensive experience working with large industrial clients, including those in the electricity generation sector.
Ms. Vaccaro also draws on her undergraduate degree in biology (with concentrations in organic chemistry and genetics) and years of on-the-ground experience in the chemical manufacturing and pharmaceutical sectors to deliver legal advice that accounts for her clients’ technical operations.

Midori Akamine, Attorney at Law
Panelist: Recent Developments in Ocean Resource Management
Midori Akamine is an attorney who focuses on environmental security and has worked in public policy and program management in US national and international organizations, including managing large marine protected areas in the Pacific for NOAA, US Department of Commerce, contributing to the development of legal basis managing high seas resources, the enforcement of international standards for the World Bank.
Relevant to this panel, Ms. Akamine has advised the Federal government regarding permitting developments in minerals and supply chain security. She is a former Board Chair of Papahānaumokuākea Marine National Monument and also the HSBA EERS section.

Panelist: EERS Seminar: Recent Developments in Ocean Resource Management
Kamaile Turčan is an Associate Professor of Law at the William S. Richardson School of Law, where among other courses she is teaching Administrative Law and Emerging Ocean Law.
Prior to joining the faculty, Ms. Turčan served in the Office of General Counsel, National Oceanic & Atmospheric Administration, and served as a law clerk to U.S. Supreme Court Justice Sonia Sotomayor, Ninth Circuit Judge Richard Clifton, and District of Hawai`i Judge David Ezra.

Kamaile Turčan (née Nichols) joined the William S. Richardson School of Law in 2023 as an Associate Professor of Law and teaches courses on Civil Procedure and Administrative Law. Professor Turčan is an alumna of Richardson, where she served as co-Editor-in-Chief of the University of Hawai‘i Law Review and earned an Environmental Law Certificate.
Prior to joining the faculty at Richardson, Professor Turčan was a partner at Jones Day in Washington DC, where she maintained an appellate advocacy and complex civil litigation practice. In this capacity, she litigated in state and federal courts on behalf of clients ranging from individual civil rights litigants to Fortune 500 companies engaged in high stakes commercial disputes. She has also served in government at both the state and federal levels.
Professor Turčan was an attorney in the Office of General Counsel, National Oceanic & Atmospheric Administration (NOAA), where she provided legal advice to agency clients on the application of federal statutes to the management of fishery resources and protected species within the Western and Central Pacific Region. At the state level, she was the second law fellow hired under the Environmental Law Program’s fellowship program to the Department of Land and Natural Resources, Division of Aquatic Resources (DAR).
Professor Turčan previously clerked for Associate Justice Sonia Sotomayor of the Supreme Court of the United States; Judge Richard Clifton of the U.S. Court of Appeals for the Ninth Circuit; and Judge David Ezra of the U.S. District Court for the District of Hawai‘i.

An update on all things Clean Air Act under the Trump Administration. This session will explore EPA’s policy and enforcement principles and how they affect traditional concepts of state and federal partnership and delegation of programs under the Clean Air Act, especially relating to permitting and enforcement.
Also, a look at what’s on the horizon for regulatory development, including the latest and greatest on the question of climate regulation and litigation.

There have been recent changes in US oceans resources governance for actions taken on the high seas and in remote Pacific areas.
This panel will address recent legal developments respecting the management and extraction of minerals and fisheries resources in US Federal and international waters. Specifically, deep sea mining permitting and fisheries access in US Marine National Monuments will be discussed.

An overview of Hawaii's Nonpoint Source (NPS) Management Program and how it has evolved from federally driven efforts under Clean Water Act Section 319 and CZARA to a more comprehensive approach that now includes a state regulatory component.
Presenters will outline the long-standing watershed-based planning and coordination efforts that shaped the program's foundation, as well as recent steps to adopt state-level rules authorized under HRS Chapter 342E to strengthen water quality protection. The session will provide a brief update on this transition and how it will guide Hawaii's efforts to manage polluted runoff moving forward.
