Be prepared when the State of Hawaii Judiciary introduces efiling in the Land and Tax Appeals Court on November 18, 2019. Attend this presentation to learn about the new efiling system and requirements and where to find resources to make sure you are prepared when the efiling system is introduced this fall. The faculty will also provide practical tips and points for efiling different types of petitions and insights into the impacts that the efiling system may have on your practice; introduce new Land Court petition forms that are currently being beta tested for use by the public and practitioners; and answer questions that attendees’ may have regarding the efiling system.
Lorrin Hirano Lorrin Hirano is a Senior Vice President & Legal Counsel at Title Guaranty of Hawaii. He received his law degree from the University of California Berkeley School of Law and was a partner at Ashford & Wriston concentrating on title insurance defense litigation before joining Title Guaranty of Hawaii in 1999. Mr. Hirano is a fellow with the American College of Real Estate Lawyers and serves as a member of the Permanent Committee on Land Court Matters.

It is estimated that there are over 230,000 created condominium units, over 8,300 condominium projects, and over 1,600 registered condominium associations in Hawaii representing over 170,000 units. This presentation will provide essential condominium 2019 legislative update information integral and relevant to the practice of real property law in Hawai‘i. These updates include new laws on: investments; priority of payments; photovoltaics; nonjudicial foreclosure; proxies and voting; and the meaning and effect of the repeal and partial reenactment of the statute under which any condominium created prior to July 1, 2006 was formed. Real property attorneys who represent or represented clients involved in developer’s public reports need to be aware of this major legal changeover which provides a second chance to ensure a smooth transition to current law, including the problematic issue of “huis.”
Carole R. Richelieu is an attorney and the senior condominium specialist with the Real Estate Branch/Real Estate Commission of the State Department of Commerce and Consumer Affairs. She is the former and longest serving Chief Disciplinary of Hawai‘i’s Office of Disciplinary Counsel and Fund Administrator for the Lawyers’ Fund for Client Protection. Prior to her current position, she was the attorney for the Health Branch of the DCCA Insurance Division and hearings officer for the State Departments of Labor and Industrial Relations and Land and Natural Resources. Since 1989, she has made numerous presentations, as well as written countless articles and contributed to many manuals. She currently serves on the Hawai‘i Supreme Court’s Board of Examiners and Commission on Professionalism, as well as HSBA’s Transitioning Lawyers Committee and Senior Counsel Division, and has served on numerous national and state professional organizations, committees, and commissions.
Dathan Choy Dathan Choy is a licensed CPA and a condominium specialist with the Real Estate Branch/Real Estate Commission of the State Department of Commerce and Consumer Affairs. Prior to his current position, he worked as a budget analyst for the Senate Ways and Means Committee and in public accounting for a national accounting firm in Honolulu.

Government regulators have a secret code, and the three panelists will guide you down a path of helping build trust and engender good will as you seek to permit a project. Michael A. Dahilig Michael A. Dahilig currently serves Mayor Derek Kawakami as Kauai County’s Managing Director. He previously served as Kaua‘i’s Planning Director for eight years where his team received top national honors from the American Planning Association for the Kauai County General Plan update. He also served as a Deputy County Attorney for the County of Kauai, and clerked for the Honorable Randal Valenciano, Chief Judge of the Fifth Circuit Court. Mr. Dahilig also spent some time working at PBR Hawaii and Associates and was a Legislative Staffer for both then-Senate President Robert Bunda and then-Representative Maile Shimabukuro. Recently, Mr. Dahilig has been busy with the post-disaster recovery from the April 2018 record rains across Kauai, and was deployed immediately after the event to the isolated Haena-Wainiha disaster area to coordinate relief efforts on behalf of the County. Mr. Dahilig is a graduate from Punahou School, received a BS with Honors in Geology and Geophysics, and a Masters in Urban and Regional Planning from the University of Hawaii at Manoa. He received his JD with an Environmental Law certificate from the William S. Richardson School of Law and is a member of the Hawaii Bar.
Michael Shibata
Michael Shibata is the Director of Real Estate for the Lili‘uokalani Trust. Prior to joining the Trust, Mr. Shibata was Vice President at Stanford Carr Development with a focus on the development of projects on Maui; and an Associate at PBR Hawaii where he focused on land planning, entitlements, due diligence, and environmental compliance. He also serves on various boards including the American Planning Association, Urban Land Institute, Hālau Kū Māna Public Charter School, Economic Development Alliance of Hawaii, and Hawaii Leeward Planning Conference. Mr. Shibata is a graduate of Kamehameha Schools, and received his bachelor's and MBA degrees from the University of Hawai‘i.
