Summary:
We will discuss both the art and science of effective advocacy at the State Capitol. This will include an examination of how to approach both written and in-person testimony, key parts of the legislative timetable, and how to make sure your bills and priorities don’t get lost in the shuffle.
Speakers:
Joshua Wisch is the Executive Director of the American Civil Liberties Union of Hawai'i and has over fifteen years of cross-sector experience in Hawai‘i, including serving in multiple leadership roles in state and federal government, nonprofits, political campaigns, and as a private-sector attorney. Josh earned his bachelor’s and master’s degrees from Carnegie Mellon University and his law degree from the Georgetown University Law Center. He lives on Oahu with his wife, Malia.
Mandy Finlay Fernandes is the Director of Public Policy with Hawaii Children’s Action Network. HCAN is a 501(c)(3) nonprofit that works to address the root causes of poverty and inequity and develop public policies that help children and their families. As the organization’s primary lobbyist and policy advisor, Mandy partners with other social justice organizations in leading the fight to pass pro-child policies such as paid family leave and universal access to preschool. Prior to joining HCAN, Mandy served as the chief lobbyist for the American Civil Liberties Union of Hawaii. Mandy holds a J.D. from Georgetown University Law Center. She is Vice President of the Hawaii LGBT Legal Association and volunteers as a docent at the Honolulu Zoo. She currently lives in Kakaako with her wife and their two cats.
Melissa Pavlicek is the president of Hawaii Public Policy Advocates. She is an attorney, lobbyist and government affairs professional who represents clients before the state legislature, regulatory agencies and local governmental bodies. She serves as an adjunct professor at Chaminade University and the Wm. S. Richardson School of Law. She has served as the president of Hawaii Women Lawyers and was named the U.S. Small Business Administration's Women in Business Champion for the State of Hawaii. Raised in Maui, she is a graduate of the University of Hawaii and Baldwin High School.
