Summary:
This presentation considers whether a federal domestic terrorism statute is necessary in response to the January 6th U.S. Capital Siege. To answer the question, the presentation will review the history of domestic terrorism, current definitions of terrorism, and discuss constitutional considerations.

The presentation will also go over charging a domestic terrorist threat and propose a federal domestic terrorism statute.

There will be time for questions from the audience. 


Speaker:
Tony Lang,
Federal Bureau of Investigation (FBI) Chief Division Counsel for the Honolulu Division

Tony Lang serves as the Federal Bureau of Investigation (FBI) Chief Division Counsel for the Honolulu Division. Tony previously served as the Chief Division Counsel for the FBI Seattle Division and as the Field Legal Counsel for the FBI Office of the General Counsel in Washington, D.C. He began his career as an FBI Special Agent in 1996 at the Washington Field Office where he investigated counterterrorism, criminal, counterintelligence and economic espionage cases.

Before entering the FBI, he served in the U.S. Department of Justice, Office of U.S. Trustees, and clerked for the Honorable William J. Lederer of the Commonwealth Court of Appeals in Pennsylvania.

Tony is an avid cyclist and won three gold medals in the 2015 World Police & Firefighter’s Championship Games in Fairfax, Virginia. He holds bar memberships in the state of Pennsylvania and the District of Columbia.
