Cancellation requests must be received by Thursday, July 11, 2024 for a full refund. There will be no refunds if you miss the live webcast.

Summary:

During the 2024 legislative session, several historic bills were passed by the legislature including the largest income tax break in State history, creation of a state fire Marshall,  granting the counties the authority to regulate short term vacation rentals, and for the first time in decades amending the state zoning laws to allow for additional ADU's to be built on single family homes.

The legislature also approved the supplemental budget for operating and capital improvement projects for the Hawaii State Judiciary, and significant legislation in the areas of mental health, affordable housing, and product labeling.

Please join HSBA members Scott Saiki, the Speaker of the State House of Representatives, and Karl Rhoads, the Chair of the Senate Judiciary Committee as they provide an overview of significant measures impacting the practice of law after the 2024 legislative session.

Senator Karl A. Rhoads 
Senator Karl A. Rhoads is a member of the Hawaii Senate since 2016 representing District 13, Dowsett Highlands, Pu‘unui, Nu‘uanu, Pacific Heights, Pauoa, Punchbowl, Palama, Liliha, Iwilei, Chinatown, and Downtown. Senator Rhoads previously served consecutively from 2012 to 2016 representing District 29 in the Hawaii House of Representatives and from November 2006 to 2012 in the District 28 seat.

Senator Rhoads currently serves as Chair of the Committee on Judiciary and member of the Committees on Agriculture and Environment and Public Safety and Intergovernmental and Military Affairs.

Senator Rhoads earned his BA in history (major) and chemistry (minor) at Andrews University, his MA at the University of London, and his JD from George Washington University.



Representative Scott K. Saiki

Representative Scott K. Saiki serves as the representative for House District 25, which includes the areas of Ala Moana, Kaka‘ako, and Downtown.

Since the 2018 legislative session, Saiki has taken on the leadership role as Speaker of the House. Prior to being elected House Speaker by his peers, Representative Saiki served as the House Majority Leader from 2013 to 2017. He passed legislation to legalize same-sex marriage in 2013, passed a first-in-nation law in 2015 that requires Hawai‘i’s utilities to generate 100% of their electric sales from renewable energy sources by 2045, and introduced legislation in 2019 that created Hawai‘i’s statewide system of mail-in voting.

In August 2021, Representative Saiki became the 48th President of the National Conference of State Legislatures (NCSL); a bipartisan organization serving the nation's state with 7,383 lawmakers and more than 20,000 legislative staff. He currently serves as the President of the NCSL Foundation Board of Directors.

Representative Saiki was born in Honolulu and grew up in Kailua. Saiki earned his B.A. in Political Science from the University of Hawai‘i at Manoa, and his J.D. from the University of Hawai‘i at Manoa's William S. Richardson School of Law. During his time at UH, Saiki won his first election to serve on the Campus Center Board for the University of Hawai‘i. In 1994, Saiki was first elected to the Hawai‘i House of Representatives.

In addition to serving as a State Representative, Saiki is a practicing attorney, specializing in disability law.
