Join us for an introduction to Special Education Law and learn the roadmap of the Special Education process through different perspectives and how you can help a family with a child of special needs.

Speakers:
Judge Kirstin Hamman, Circuit Court Judge, Maui
Judge Hamman has been a Circuit Court Judge on Maui since 2021. Prior to her appointment to the District Court bench in 2018, Judge Hamman was a solo-practitioner in the areas of Family Law and Special Education Law. From 2013 until 2018, Judge Hamman represented many children with disabilities through the administrative and appellate processes to ensure they received a free, appropriate, public education under the Individual with Disabilities Education Act. While in private practice, Judge Hamman was an active member of the Council of Parent Attorneys and Advocates, a non-profit organization at the forefront of special education advocacy.
Chastity Imamura, Esq., Hearings Officer, Office of Dispute Resolution
Chastity Imamura is currently an administrative hearing officer at the Office of Dispute Resolution hearing disputes regarding the Individuals with Disabilities Education Act. She has been conducting these hearings since 2019, and has completed over fifty decisions since then. Prior to working at the Office of Dispute Resolution, Chastity was a deputy prosecuting attorney for over sixteen years. Chastity is a graduate of the William S. Richardson School of Law.
Kathryn Mayer, Esq., Attorney, Hawaii Disability Rights Center
Kathryn Mayer is a Staff Attorney at Hawaii Disability Rights Center (HDRC), the Protection & Advocacy organization for the State of Hawaii. She received her J.D. and a Certificate in Alternative Dispute Resolution from the Ohio State University Moritz College of Law. Her legal career began as a Staff Attorney in the Protection and Advocacy for Individuals with Developmental and Intellectual Disabilities (PADD) program at Disability Rights New York (DRNY). While at DRNY, Kathryn was an Executive Council member of the Greater Rochester Special Education Task Force and helped establish two regional affiliates of the New York State Special Education Task Force, which focused on improving educational outcomes for students with disabilities in New York State. She left New York in 2018 to accept a position at the Washington State Office of Superintendent of Public Instruction (OSPI) as an Individuals with Disabilities and Education Act (IDEA) State Complaint investigator and Dispute Resolution Specialist. Kathryn moved to Hawaii in 2021. Prior to joining HDRC, Kathryn worked with the Legal Innovations Team at the Legal Aid Society of Hawaii to create pro bono materials for the Access to Justice Room and Self Help Centers.
