Panelists with extensive private practice experience:
Peter A. Horovitz, Disciplinary Board member, Rules Committee
Peter A. Horovitz is a partner with the Maui law firm of Horovitz and Tilley, LLLC. Peter advises clients on all aspects of business formation, capital structure, land acquisition, contract negotiation, development and entitlements on the federal, state and local level. He is a graduate of Colorado College and the University of Hawaii-Manoa William S. Richardson School of Law. He serves actively on various non-profit boards and it a long time member of the Hawai?i Supreme Court’s Disciplinary Board, and member of its Standing Rules Committee.
Jeffrey A. Miller, Disciplinary Board Vice Chair
Jeffrey P. Miller received his B.A. from the University of California at Santa Barbara, and his law degree from the University of San Francisco School of Law. Mr. Miller is a founding member of the law firm Miller Shea in Honolulu, Hawaii. His practice includes complex business litigation, real estate, landlord-tenant disputes, collections, public procurement, and construction. He is admitted to practice law in all state and federal courts in Hawaii and California (inactive). Mr. Miller is a long serving member of the Disciplinary Board of the Hawai?i Supreme Court, and is presently it Vice-Chairperson, and Chair of its Standing Rules Committee.
Bradley R. Tamm, Chief Disciplinary Counsel
Bradley R. Tamm, Chief Disciplinary Counsel; Administrator of the Lawyers’ Fund for Client Protection; and RSCH Rule 2.20 Trustee Administrator. Previously served as attorney member of the Disciplinary Board (2006-2012) and it’s outside general Counsel (2018-2018). His private practice was generally limited to federal bankruptcy law. A 1991 graduate of Thomas Jefferson School of Law in San Diego, Ca., is admitted in Hawai?i and California (inactive); U.S. Supreme Court; 9th Circuit; U.S. District Courts in Hawai?i and California, as well as the U.S. Court of International Trade and U.S. Tax Court. Mr. Tamm also serves as a Commissioner on the Hawai?i Supreme Court’s Commission on Professionalism.

Chloe M.R. Fasi, Deputy Chief Disciplinary Counsel
Chloe M.R. Fasi is the Deputy Chief Disciplinary Counsel for the Office of Disciplinary Counsel. Chloe was born and raised in Honolulu, and graduated from the William S. Richardson School of Law. After graduating from law school, Chloe served as law clerk to the Honorable Dexter D. Del Rosario (Retired), and subsequently served as a Deputy Prosecuting Attorney for the City and County of Honolulu in the Traffic, Domestic Violence Misdemeanors, and Felony Trials Divisions. Ms. Fasi also represents the ODC on various boards and commissions, most notably the Hawai?i Supreme Court’s Task Force on Lawyer Wellbeing.
