The Maui County Bar Association is alive and well with a diverse board of young and seasoned members, all participating in various committee assignments. The theme for the 2026 to 2027 term is focus on support to your client (private clients or government service), support to the community, and demonstrating civility and respect to the Judicial System.
The Association is focusing time and effort to continue and grow the Self-Help Program for the entire County. A CLE training program for new self-help attorneys is nearly completed for calendar year 2026. The Arthur Ueoka Golf Tournament continues to highlight the fundraising effort to support grants to current and new students in the study of law. The Social Committee is working on events to bring the Bar together in a way to lessen the stress of only interacting with other attorneys at the courthouse or electronically. Events for the year include a Pizza Night with any fundraising success to go to the grants to students, a bowling tournament, a sunset dinner cruise, and possibly goat yoga (this is kind of a joke amongst ourselves).
The annual meeting for election of officers will take place in December and plans are well on their way to ensure a lively and well attended event.
The MCBA welcomes everyone from the HSBA to join us at any of our events and activities, and wishes everyone a prosperous and safe 2026.

I hope everyone has been able to stay safe during these devastating storms over the last few months. Our state was awaiting a Presidential Declaration of Emergency under the Stafford Act, which enables various benefits to become accessible. That declaration was recently made last week. As legal needs and potential disaster relief benefits continue to emerge, I hope to call upon you when volunteer opportunities arise.

Over the last few weeks, communities across the islands have felt the devastating effects of several storm systems. We’d like to express our deepest gratitude to the community members, our colleagues at the Bar, and the Office of the Public Defender for their collective generosity during our recent donation drive. Their support ensured that essential water, food, and hygiene and cleaning supplies reach our neighbors in Haleiwa and Waialua. It is in times like these that the spirit of kōkua remains our most powerful tool.

Rainstorms have caused substantial flooding and damage. Some of the damage has been huge and made the news. Many other damage results are smaller and more personal to individual homes or apartments. Government assistance is available for some of the larger damage, but many times families or individuals find themselves having to deal with damage themselves. Sometimes it’s clean up, disposal of damaged belongings, and drying things out with fans.

The Oʻahu Post-Booking Jail Diversion Program (OJDP) marked a major milestone on March 18, as seven participants became its first Circuit Court graduates. There are now 42 participants enrolled in the Circuit Court and District Court OJDP programs.

On March 16, 2026, Acting Chief Justice Sabrina S. McKenna established a Task Force on Hawaiʻi Legal Services to examine emerging trends affecting the state’s attorney workforce and to develop recommendations that support continued access to justice in the years ahead.

Per Diem Judge Announcements

- Kaupena F. Soon was recently reappointed as a Per Diem District Court Judge in the First Circuit. Judge Soon’s new term is effective March 28, 2026, through March 27, 2028.

The District Family Court and the District Court of the First Circuit are accepting applications on a rolling basis from attorneys interested in serving as per diem judges. The application form is posted on the Judiciary website.

Applicants must be licensed to practice law in the State of Hawai‘i and have experience in litigation and/or criminal practice. Applicants should indicate whether they have a preference of offense classifications for which they would like to be considered.

The Young Lawyers Division is looking for Legal Lines volunteers. Legal Lines is a weekly hotline with services provided by attorney volunteers every Wednesday night from 6:00 p.m. - 7:00 p.m. Attorneys provide legal information to the general public. Calls are being answered remotely and will be forwarded to your mobile phone, so you can take calls from your office or home. If you are interested in providing legal information to the public in these trying times, please contact the YLD at yldhawaii@gmail.com.

Advanced Training on Divorce, Custody, and Paternity Law for Pro Bono Attorneys

Legal Aid offers complimentary, online, on-demand training sessions for pro bono attorneys, covering divorce, custody, and paternity law. These sessions provide a thorough introduction to divorce, custody, and paternity law and procedures, focusing on essential information that volunteers need to assist self-represented litigants at Self-Help Centers or to support pro bono cases. CLE credit is available for participants.

In-Person & Remote Volunteers Needed for the Honolulu Access to Justice Room

The Honolulu Access to Justice now offers both remote, and in-person services at the courthouse, and we need your help!
By volunteering, you play a crucial role in bridging the justice gap for self-represented litigants facing legal challenges in landlord-tenant disputes, small claims, debt collection, and other district court matters.
Volunteer Opportunities:
In-Person Shifts: First Wednesday of the month at Honolulu District Court (9:00 AM – 11:00 AM) (11:00 AM- 1:00 PM)
Remote Shifts: All other Mondays, Wednesdays, and Fridays (9:00 AM – 11:00 AM) (11:00 AM- 1:00 PM)

VLSH Re-Employment & Community Service (RACS)
|
The Re-Employment and Community Service Program (RACS) program helps participants lift license stoppers and convert fines into community service. Assists Oahu drivers whose employement may be affected due to license stoppers for unpaid traffic fines. VLSH assists RACS participants with drafting court motions to recall outstanding traffic cases which allows the court to review underlying citation fines to be converted to community service hours at the discretion of the presiding judge. Volunteer Attorneys accompany program participants to court on the day of their hearing. For more information, visit our website.
