Summary:
One of the most important practices for maintaining positive attorney-client relations is to communicate well with your client. This CLE will discuss the applicable Rules of Professional Conduct regarding communicating with clients, and include best practices tips for communicating with clients from two legal practitioners.

Vladimir Devens, Law Offices of Vladimir Devens
Vladimir Devens has successfully litigated a variety of cases at all levels in our Hawaii State courts, including the Hawaii Supreme Court, Intermediate Court of Appeals, Circuit Court, District Court, Family Court, the federal courts (District of Hawaii, 9th Circuit Court of Appeals), and before various administrative agencies, including the Disability Compensation Division, Labor and Industrial Relations Appeals Board and Hawaii Labor Relations Board.
In what is considered one of the highest settlements in the country, Mr. Devens was the lead trial attorney in a class action that settled for over $30 million dollars and consisted of over 2,000 police officers and firefighters based on a violation of the Fair Labor and Standards Act (“FLSA”), which was filed against the City and County of Honolulu, County of Kauai, County of Maui and County of Hawaii.
In a landmark and groundbreaking decision issued by the Hawaii Supreme Court in 2008, Mr. Devens successfully litigated and obtained a verdict in excess of $1 million dollars against the State’s Child Protective Services for failing to protect an abused child on Maui.
Mr. Devens has successfully litigated a variety of cases, including wrongful death cases, car, pedestrian, moped and bicycle accidents, bus accidents, slip and falls, work/construction accidents, medical malpractice and many complex injury cases that have resulted in substantial settlements and/or verdicts. He has also represented the State of Hawaii Organization of Police Officers in many high profile labor matters, including major contract arbitrations and grievances.
Chloe M.R. Fasi, Deputy Chief Disciplinary Counsel for the Office of Disciplinary Counsel
Chloe M.R. Fasi is the Deputy Chief Disciplinary Counsel for the Office of Disciplinary Counsel. Chloe was born and raised in Honolulu, and graduated from the William S. Richardson School of Law. After graduating from law school, Chloe served as law clerk to the Honorable Dexter D. Del Rosario (retired), and subsequently served as a Deputy Prosecuting Attorney for the City and County of Honolulu in the Traffic, Domestic Violence Misdemeanors, and Felony Trials Divisions..
Rick Sing, The Law Office of Richard H.S. Sing
Richard H.S. Sing was born and raised on Oahu and on the Island of Hawaii. He attended the Kamehameha Schools, and is a 1986 graduate of the Hawaii Preparatory Academy in Waimea, Hawaii.
Mr. Sing received his Bachelor’s Degree in 1990 from the University of California, Santa Barbara, where he majored in Law and Society. Mr. Sing received his law degree from the William S. Richardson School of Law, University of Hawaii at Manoa in 1995. While at University of Hawaii, Mr. Sing was a Member and then Comments Editor of the University of Hawaii Law Review.
Following his graduation, Mr. Sing worked as an associate attorney at one of Hawaii’s largest and most respected law firms. While in their employ, Mr. Sing specialized in complex civil litigation and immigration. Because his interest lay elsewhere, Mr. Sing accepted a position at the Office of the Public Defender in 1997, where he remained until 2003, when he founded the long time criminal defense firm of Hawk Sing & Ignacio. Since 2016, when that firm dissolved, Mr. Sing has practiced in the area of criminal defense as a solo practitioner with the Law Offices of Richard H.S. Sing.
Through 20 years of criminal defense practice, Mr. Sing has handled all levels of criminal defense in all jurisdictions within the State of Hawaii. He has extensive experience in misdemeanor matters, criminal family court matters, and complex felony cases. Mr. Sing had spearheaded the successful defense of many difficult cases including high publicity matters, white-collar crimes, public corruption cases, serious violent felonies, and drug prosecutions.
Mr. Sing also focuses on the difficult and tumultuous area of restraining order prosecution and defense, as well as administrative and licensing matters related to professional misconduct.
Mr. Sing has been a Barrister with the American Inns of Court, and is a past member of the Board of Directors for the UH Law School Alumni Association. He has lectured on legal issues related to domestic violence and the defense of juveniles within the criminal justice system. Mr. Sing is the past president of the Hawaii Association of Criminal Defense Lawyers (HACDL), and is currently its vice president. He is also the chairperson of the Criminal Justice and Corrections Section of the Hawaii State Bar Association.
Mr. Sing is a member of the Hawaii Supreme Court Standing Committee on Pattern Criminal Jury Instructions, and the Hawaii Supreme Court Standing Committee on Penal Rules. He also sits on the Disciplinary Board of the Hawaii Supreme Court. Mr. Sing was a member of the 2015 Penal Code Review Committee, and often gives testimony on matters relating to criminal justice.
