Chief Judge R. Mark Browning,
First Circuit Court Chief Judge
Judge R. Mark Browning is the Chief Judge of the First Circuit. Prior to his current appointment, Judge Browning served as Deputy Chief Judge and Senior Judge of Family Court of the First Circuit for six years. Judge Browning became a First Circuit Judge on May 6, 2010. Prior to that, Judge Browning was a District Family Court Judge since 1997.

Before his appointment to the bench, Judge Browning was a partner with the law firm Shim, Tam Kirimitsu, Kitamura & Chang from 1988 through 1997 and served as Deputy Prosecuting Attorney for the city and County of Honolulu in the mid-1980s. He received his J.D. from Lewis & Clark Northwestern School of Law.

Judge Browning has received numerous awards throughout his legal career including the Niu Award for Distinguished Contribution by an Individual from Volunteer Legal Services, Starfish Award from Hawaii State Foster Parents Association, Improved Justice Award from the Mediation Center of the Pacific, Angels in Adoption Award from the United States Congress, Daniel K. Inouye Award from the Hawaii Psychological Association Board of Directors, Outstanding Judicial Achievement Award from Hawaii Women Lawyers, the Judiciary's 2013 Jurist of the Year Award, and the 2015 Spirit of Justice Award from the Hawaii Justice Foundation.

Judge Gary W.B. Chang,
First Circuit Court Judge
Judge Gary W.B. Chang was appointed to the First Circuit Court on June 1, 1999 and reappointed on June 1, 2019. He presides over civil cases as well as the Land and Tax Appeal Court.

Prior to his appointment to the Circuit Court, he was a partner with Matsui Chung Sumida & Chang (1984-1999), a deputy attorney general (1980-1984), and a law clerk (1979-1980). Judge Chang received a B.A. degree from the University of Hawai'i at Manoa (1972-1976) and a J.D. degree from the University of Gonzaga Law School in Washington (1976-1979). He served as the managing editor of the Gonzaga Law Review.

Judge Jeannette H. Castagnetti,
First Circuit Court Judge
Jeannette H. Castagnetti was sworn in as a First Circuit Court Judge on September 30, 2010 and is currently the civil administrative and arbitration judge. She has also served as the senior environmental court judge for the first circuit, and as a trial judge in the civil and family court criminal divisions.

Prior to her appointment, Judge Castagnetti was a partner with the law firm of Bronster Hoshibata (now known as Bronster Fujichaku Robbins) where she represented plaintiffs and defendants in state and federal courts in a variety of civil cases, including trust disputes, complex commercial matters, and employment discrimination claims. While in private practice, she served as a per diem judge in the District Court of the First Circuit and as special counsel for the Department of Commerce and Consumer Affairs, Insurance Fraud Division. She began her legal career as a deputy prosecuting attorney for the City and county of Honolulu in 1999.

Judge Castagnetti earned her law degree from California Western School of Law.

She is a board member of the Hawaii Women's Legal Foundation, and a member of the American Inns of Court and the American Judicature Society.


Judge Shirley Miki Kawamura,
First Circuit Court Judge
Judge Shirley Miki Kawamura was appointed by Governor David Ige and sworn in as a First Circuit Court Judge on December 17, 2015. Prior to her appointment to Circuit Court, Judge Kawamura served as a District Court judge for three years.

Before joining the Judiciary., Judge Kawamura practiced in the areas of insurance defense and professional malpractice litigation with Kawashima Lorusso LLP. She also served as a deputy trial attorney for the Hawaii Office of the Public Defender and as a law clerk to the Honorable Dexter D. Del Rosario.

Judge Kawamura is a graduate of Brown University and Stanford Law School.
