HSBA 2018 Federal Law Series: Update on Health Care Reform: A Practical Perspective for Employers

Cost includes the LIVE webcast ONLY which will run from 12:00 pm to 1:00 pm HST. 

Same day registrants are welcome, but please register at least one hour before the webcast.

Cancellation requests must be received by Wednesday, February 21, 2018 for a full refund.  There will be no refunds if you miss the live webcast. Please check your system requirements early to avoid missing the program. Availability of HSBA Staff assistance will be limited on the day of the program.    


Join us for a review of what happened (or didn’t happen) to health care reform at the federal level and what the effect is on Hawaii employers.

Insurance Commissioner Ito has indicated that health care costs in Hawaii are increasing 6 to 9 percent each year which will create an unsustainable premium payment by employers in the future.

What efforts are being made locally to try to “bend the cost curve” and is there anything employers can do to assist in the effort.

Terri O'Connell, In-House Legal Counsel at UHA Health Insurance

Teresa A. “Terri” O’Connell has joined UHA Health Insurance (UHA) as vice president, legal, government relations and health savings educator. She has over 30 years of professional experience in health insurance. In this position, she serves as UHA’s lead legal counsel. She also manages government relations and helps promote health savings accounts in Hawai‘i.

Most recently, O’Connell was counsel at Goodsill Anderson Quinn & Stifel, where she focused on health care law. Previous positions include associate general counsel, Northeast Region at UnitedHealthcare; director of government programs at Aetna; director of Medicare products for Northern California Health Net; and manager at HMSA.

O’Connell is a member of the American Health Lawyers Association, American Bar Association and the Hawai‘i State Bar Association.

The Wai‘alae resident grew up in Ewa Beach and is a graduate of Campbell High School. She earned a Juris Doctor from the University of Connecticut School of Law and a Bachelor of Science and a Bachelor of Arts in Business Administration (accounting and finance) from Oregon State University.

Kathleeen Kozak, Medical Director,
UHA Health Insurance

Kathleen Kozak is a medical director for UHA Health Insurance.  She also works as an internist at Straub Clinic and Hospital, where she also serves as Vice Chief of Staff.  Perhaps Dr. Kozak is best known for being the host of The Body Show on Hawaii Public Radio and a Honolulu Civil Beat columnist.
