The session is will provide an overview of some of the most relevant construction schedule contract and specification provisions with the aim of dispute avoidance centered upon the speaker’s extensive experience with scheduling and claims. Attorneys who provide client construction contract or risk counsel and those who provide legal services for construction disputes will benefit from the session.

Blair BankerRider Levett Bucknall

Blair Banker is a Senior Claims Manager for Rider Levett Bucknall (RLB) North America responsible for managing the firm’s Advisory Service Line in Honolulu. With nearly 35 years of experience in the construction industry, Blair provides project consulting services, claim analysis, expert opinion, and construction defect forensics to owners, contractors, subcontractors, design professionals, lenders, insurance carriers, and attorneys relating to construction. 

Blair is highly skilled in technical investigation reporting to the completeness, accuracy and constructability of project documents, site analysis, RFP and contracting process, cost allocations, constructability, logistics, and scheduling that assist clients in avoiding claims and disputes. Having managed billions of dollars’ worth of new build and renovation projects throughout his career, Blair effectively leverages his knowledge of the construction processes to provide quality independent evaluations for claims, disputes, and other advisory services. 

Throughout his extensive career, Blair has served as owner’s and lender representative, director of preconstruction services, director of estimating and cost management, and design-build manager across a full spectrum of project types cost ranged from $500K to $2.0B in the Pacific and East Coast regions of North America.


John Armstrong, 
Rider Levett Bucknall
John Armstrong is an Associate of Rider Levett Bucknall (RLB) and Senior Project Manager / Senior Claims Manager for the firm’s Advisory Services team in North Ame. In his role, John provides specialized, independent advice relating to project controls to owners, attorneys, contractors, subcontractors and design professionals. His more than 15 years of professional practice have earned him recognition for his expertise in construction claims, and are bolstered by his certifications in project management, planning and scheduling. 

Clients rely on John for his highly technical skillset that enables him to perform detailed forensic analysis of claim packages, including the review of Time Impact Analyses and as-built schedules. Throughout his career, John has provided lead scheduling, project controls and evaluation, and contract/change management services for a diverse portfolio of projects in excess of $7 billion. 

John is proficient in multiple project control platforms including Primavera P6, Database Integration and Logic Architecture, Critical Chain Project Management (CCPM) scheduling, Agile/Scrum, Microsoft Project, Ron Winter Schedule Analyzer, and Acumen Fuse.
