Criminal Justice Reform from a Civil Rights Perspective

Summary:
Criminal justice reforms are proposed all the time for a variety of reasons, but this seminar will examine the necessity of reforming various aspects of our criminal justice system because of its impacts on civil rights. Topics that will be discussed will include bail reform, civil asset forfeiture reform, ending the school-to-prison pipeline, and decriminalizing and legalizing certain drugs.

In our current system in Hawai'i, people are often held in jail awaiting trial simply because they cannot afford to get out (bail reform), people who are never even accused of a crime are seeing law enforcement seize and sell their property (civil asset forfeiture reform), students are being suspended at the highest rates in the country for offenses such as smelling like cannabis (school-to-prison pipeline), and drug crimes are being disproportionately enforced against communities of color. 

We’ll discuss why this is, how it’s happening right here in Hawai'i, and some proposals to address it.

Joshua Wisch, Executive Director of the American Civil Liberties Union of Hawaii

Joshua Wisch is the Executive Director of the American Civil Liberties Union of Hawai'i and has over fifteen years of cross-sector experience in Hawai‘i, including serving in multiple leadership roles in state and federal government, nonprofits, political campaigns, and as a private-sector attorney. 

Josh earned his bachelor’s and master’s degrees from Carnegie Mellon University and his law degree from the Georgetown University Law Center. He lives on Oahu with his wife, Malia.
