The Disaster Legal Assistance Manual
The Federal Emergency Management Agency (FEMA) and the National YLD have entered into the following agreement: If/when the White House declares a disaster in Hawaii and FEMA is activated, the Hawaii YLD will provide free legal information to disaster victims. This Agreement affects every state in the Nation. "Disaster" may be natural or man-made, such as Hurricane Katrina or the attacks on September 11, 2001. In the event of a disaster, the Hawaii YLD will either set up a legal line clinic at the HSBA or be available on-site at FEMA's disaster field office. This Manual will be used as a resource for the attorneys involved.
